In 1985, the Parliament of India passed the Administrative Tribunal Act. This Act provides for the adjudication of trial by an Administrative Tribunals of disputes and complaints with regard to recruitment and condition of a person. Consquently, this act was adopted by Government of Himachal Pradesh and then Chief Minister of Himachal Pradesh, Virbhadra Singh inaugrated the Himachal Pradesh Administrative Tribunal on 1st September 1986. Honorable Justice HS Thakur was appointed as the first Chairman of the tribunal.

Besides the principal bench at Shimla, the tribunal has two circuit benches at Mandi and Dharamshala.

In July 2008, then Government of Himachal Pradesh abolished the tribunal and transferred all pending matters to Honorable High Court of Himachal Pradesh. However, next State Government re-established the tribunal on 28 February 2015. Honorable Justice VK Sharma was appointed as its Chairman.

As of now, the Government of Himachal Pradesh has abolished the tribunal for second time, effective from 29 July 2019.
